Receiving Procedures: Transporter must have Maryland Scrap Tire Haulers License.
Drivers entering the cement plant will have to stop at the office and sign in. At that time a “Cadence Receiving Ticket” will be filled out and a signature from the driver will be obtained. From there, the driver will be directed to drop trailer in a designated yard. A yard tractor is supplied by Essroc to move these dropped trailers to and from the kiln.
Drivers are required to wear proper work attire, i.e., no shorts. Hard hats and goggles must also be worn while in the cement plant.
For those suppliers with C.O.D. (payable to Cadence Environmental Energy Inc.) terms, please submit check to Charles Parker while filling out Receiving Ticket.
All trailers must be clearly marked by a unit # on the outside - front (upper left) and rear. Dollys and brakes must be in good working order.
RECEIVING PROCEDURE
1. Scheduling of all tire shipments will be coordinated by: Tom Castellino at:
(910) 285-6318 or cell (412) 217-6166 - Fax: (910) 285-6316
2. Record each load received on a separate “Cadence Receiving Ticket” form set. Blank forms at cement plant. It is important that a “Receiving Ticket” be completed for every load received.
3. Make sure form is filled out properly (and completely):
A) Shipper’s Name
B) Date Received
C) Trailer Number
D) Transporter Name
E) Trailer Size
F) Received By
G) Driver’s Signature (cement plant’s signature)
4. All vendors that are not on an invoicing system, will have to bring a check or
money order with the tire load. This check will be collected and verified (amount) by Charles Parker, Essroc coordinator. All checks will then be forwarded to Cadence.
5. Once the Ticket is filled out, the driver can (spot) the trailer in the designated area. If the
driver is pulling and empty trailer out, that trailer number must also be recorded on his
Receiving Ticket. The bottom portion of the Ticket is designated for recording the “empty
trailer pulled” data. (Also, note any tires remaining inside the trailer.) After this is done,
the driver will take the back/pink copy of the Receiving Ticket and deposit the remaining copies in the designated basket in the Control Room.
6. If a vendor wants to pull an empty without bringing in a full trailer, a Receiving Ticket must
still be filled out. Shipper’s name, transporter’s name, date and driver’s signature must be
obtained and the bottom portion of the Ticket completed (trailer number and tires remaining).
When this is completed, the driver will take the back/pink copy of the Ticket and deposit the
remaining copies in the designated basket in the Control Room.
7. Distribute copies as follows:
A) Cadence - White Copy
B) Kiln - Green Copy
C) Kiln - Yellow Copy
D) Vendor - Pink Copy (this copy stays with the transporter)
E) Transporter - Gold Copy
8. DM BOWMAN will mail white copies to Cadence weekly.

SCRAP TIRE SPECIFICATIONS
Acceptable Scrap Tires:
Standard pneumatic passenger and light truck tires shall not have a diameter in excess of thirty-two inches (32") or less than twenty inches (20"), and a width in excess of twelve inches (12") or less than six inches (6”) and shall be free of rims, wheels, dirt, water and foreign objects. The tires must not be deformed and must have the normal geometry of a typical tire.
Unacceptable Scrap Tires:
1. Oversize tires
a. Scrap tires that are greater in size than the above specification for acceptable scrap tires. In general, this includes truck tires, off-road agricultural, industrial and aircraft tires.
b. Very large tires such as off-road agricultural, industrial and aircraft tires cannot be moved from supplier's trailer.
2. Other tires
a. Small tires -
The following "small" (less than 20" diameter or 6” width) scrap tires are not acceptable for processing at the Essroc facility:
- Industrial tires (fork lifts, etc)
- Implement tires (wheelbarrows, tillers, etc)
- Bicycle and motorcycle tires
- Light aircraft tires
- Space saver spares
b. Deformed tires -
This includes tires which do not have the geometry of a normal tire. Tires which are bent, twisted, turned inside-out, have been cut or chopped, are torn or blown-out, have loose pieces dangling or other imperfections which render the carcass to be a non-standard unit are not acceptable.
c. Excessively muddy tires -
Any tires which are excessively muddy or dirty cause the tire conveyor system, in use at the Essroc facility, to malfunction in several ways. It also presents an unacceptable work hazard to the unloaders and other plant personnel. Good judgement by the vendor will tell them when a given lot of tires is too dirty to ship.
d. Newly Manufactured Tires -
(Example: Off Specification, Out-of-date, etc….)
Newly manufactured tires are generally not acceptable. These tires often cause problems with the unloading/handling system.
