CHEM-FUEL® CLEAN AIR ACT SECTION 112(r)
RESTRICTED CHEMICALS
40 CFR Part 68
Ash Grove will not accept shipments that contain any of the 112(r) toxic or flammable compounds in excess of 1% unless the waste stream that contains the specified compound(s) is:
1. Profiled as a unique waste stream,
2. Approved as a unique waste stream,
3. Evaluated against the Threshold Quantity (TQ) limitations as specified in 40 CFR 68,
4. Evaluated with respect to the requirements and limitations of Ash Grove’s Risk Management Plan (RMP),
5. Shipped with advance notification and authorization, and
6. Shipped in accordance with any limitations imposed by Ash Grove as a result of the evaluations performed in Item 3 and Item 4, above.
It should be noted that every 112(r) compound is unique and the evaluations performed above may result in the denial of authorization to ship a particular waste stream. This instance, should it occur, would be a function of the direct application of the requirements of the regulation and would not be subject to management options.
Ash Grove conducts Gas Chromatography-Mass Spectrometry (GC-MS) analysis on prequalification waste stream samples and requalifies each waste stream annually. The GC-MS provides Ash Grove with a measurement of many 112(r) listed compounds. This information, in combination with information supplied by the generator during the prequalification process, is used as a basis for decisions related to 112(r) waste management.
As with any significant change to an approved waste stream, Ash Grove requires that any change involving 112(r) compounds be pre-qualified as a unique waste stream. This includes the submittal of a representative sample and completion of a Chem-Fuel Survey and a Sample Submittal form.

CHEM-FUEL® CLEAN AIR ACT SECTION 112(r) RESTRICTED CHEMICALS
Ash Grove conducts Gas Chromatograph/Mass Spectrometer (GC-MS) analysis on pre-qualification waste stream samples and requalifications of each waste stream annually. The GC-MS provides Ash Grove with a measurement of 112(r) toxic and flammable chemicals present in the waste stream sample.
If a chemical on the 112(r) list of regulated chemicals is identified and its concentration is greater than 1%, a management decision will be made as to whether or not to accept the waste stream. Ash Grove must provide pre-shipment authorization to accept a waste stream that contains 112(r) regulated chemicals in quantities greater than 1%.

Acceptable waste codes for Chem-Fuel K Blend are those listed below. Only the listed waste codes may be accepted at Ash Grove Cement Company plants. Shipments with waste codes other than those listed are subject to return.
Level One Primary Wastes - All waste codes listed in this section, without quantity limitations, may be received at the facility.
